Frequently Asked QuestionsAbout CBAM Compliance

What needs to be done during the CBAM transitional period?
During the transitional period, EU importers must declare embedded carbon emissions of products on a quarterly basis, and exporting enterprises must provide emission data to importers. Missing data will affect declarations and bring risks; it is recommended to build accounting capabilities as early as possible.
Is a verification report mandatory?
During the transitional period, self-declaration by enterprises is the main approach; in the formal period (from 2026), imports will require the purchase of CBAM certificates, and emission data will be required to be verified by accredited verification bodies. Early verification can significantly reduce compliance costs and risks.
Can domestic carbon allowances be offset?
Under the formal period rules, the carbon price already paid in the country of origin for exported products (such as China's carbon market) can be offset according to the rules. The specific offset mechanism is subject to the EU's final implementing rules, which we will continue to track and interpret.
